How to register with SES Hospedajes: a 2026 step-by-step guide
How to register with SES Hospedajes step by step: prerequisites, digital identification, web service credentials and automation in 2026.
· 12 min read
Registering with SES Hospedajes is the first mandatory step for any tourist accommodation in Spain that wants to comply with Royal Decree 933/2021. Without it you cannot file the traveller report, and from the very first guest you are exposed to penalties.
The Ministry of the Interior runs the procedure on its electronic office, and it takes a single session if you arrive with the digital prerequisites ready. This guide covers what registration is, what you need before you start, the accepted forms of digital identification, the full step-by-step, the credentials you get at the end and the special cases that complicate things most. At the end we explain how, once registered, you can automate the daily submission with the Kinapi API.
What SES Hospedajes registration is
Registration is the initial record of the holder — the landlord — and their establishments on the Ministry of the Interior’s platform. It identifies the obliged party, whether a company or an individual, their activity (accommodation or vehicle rental) and the establishments attached to them, and it generates the credentials needed to submit data over the web service. Without it you cannot file the traveller report that Royal Decree 933/2021 requires.
Registration is one per holder: once registered, you attach as many establishments as you run — apartments, villas, hostels, hotels — under a single landlord code.
Prerequisites: what you need before you start
The platform ends your session if you take too long between steps, so have everything ready:
- A valid digital certificate, electronic ID card (DNIe) or Cl@ve. This is the one thing you cannot do without: without one of them you can neither log in nor sign the application.
- AutoFirma or Cl@ve Firma installed. The form is signed electronically with one of these official applications, free to download from the Spanish e-Government portal.
- A computer, not a phone. The platform struggles on small screens and signing does not work well on mobile devices.
- The holder’s tax details: NIF or CIF, full name or company name, and tax address.
- Details for each establishment: full address, type of establishment, name, and tourist registration or licence number if your region requires one.
- A working email address, where the system sends the registration messages.
Accepted forms of digital identification
SES Hospedajes accepts the Spanish administration’s usual systems. Each one is obtained differently and suits a different kind of manager.
| System | Best for | How to get it |
|---|---|---|
| Cl@ve PIN | Individuals with occasional use | Registration with Cl@ve, online or in person |
| Cl@ve Permanente | Managers with recurring use | In-person registration at an authorised office |
| Cl@ve Móvil | Access from linked devices | Activated from Cl@ve Permanente |
| Electronic certificate (FNMT) | Companies and professionals | Online application plus identity verification |
| Electronic ID card (DNIe) | Individuals with an activated DNIe | Activate its certificates at an ID card issuing office |
| Representative certificate | Managers acting for others | FNMT representative certificate |
If you manage other people’s properties, the representative certificate is the most versatile option: it lets you act on behalf of each holder without asking for their Cl@ve every time.
How to register with SES Hospedajes, step by step
Step 1: go to the official portal
Open the SES Hospedajes electronic office (hospedajes.ses.mir.es) and find the «Acceso al registro de establecimientos y entidades» section (access to the register of establishments and entities), under «Hospedajes y Alquiler de Vehículos». Careful: the «consulta y envío de comunicaciones» entries are for sending reports once you are registered, not for registering. Identify yourself with a digital certificate, DNIe or Cl@ve.
Step 2: register the entity (the holder)
Register the entity, meaning the company or the person who holds the business. The form distinguishes between professional and non-professional activity:
- Professionals (companies, self-employed): section A-1 of Annex I, with the landlord company’s details.
- Non-professionals (individuals renting out their home): section B-1 of Annex I, with the property holder’s details.
Step 3: register each establishment
Register your accommodation with the details of the accommodation activity (section A-2 for professionals or B-2 for non-professionals). Fill in every mandatory field without abbreviations or placeholder data: the platform validates the format and rejects inconsistencies. Each establishment gets its own establishment code.
Step 4: enable submission over the web service
Select the entity and tick «envío de comunicaciones por servicio web» (submission over the web service). This is what allows an external tool such as Kinapi to connect and file reports automatically; without it, you can only send them by hand from the platform itself. You can enable it later under «Mis datos registrados».
Step 5: sign and submit the application
With AutoFirma or Cl@ve Firma, the platform starts the electronic signature of the form. Once signed, the registration is recorded and the system generates the credentials.
What you get once registration is complete
Once registration is complete and signed, you have what any software needs to file on your behalf, split into two groups.
Holder and establishment details
- The application’s registration number, which is your proof of the procedure.
- The landlord code (10 digits), assigned by SES when you register: you do not choose it.
- One establishment code (10 digits) per property.
Web service credentials
- The web service username, which ends in the letters
WS. - The web service password, which is not the one you use to log in to the portal.
Keep these somewhere safe: the landlord code, the establishment code and the web service username and password are what Kinapi, or any other software, asks for in order to connect. Kinapi tests them against SES before accepting them; see the SES credentials documentation.
Special cases
Foreign owners without a Spanish digital certificate
There are two routes: apply for an FNMT certificate, verifying your identity at a Spanish consulate or in Spain, or appoint a representative who holds a representative certificate. The second is faster if you manage from abroad. Without a certificate there is no way in.
Non-professional individuals
Someone renting out a single home is also obliged to register. The form has its own branch (sections B-1 and B-2) that asks for less information. These holders are exempt from keeping the documentary register for three years, but not from reporting their guests’ details. The simplest identification is usually Cl@ve PIN.
Registering several establishments
Once the holder is registered, you add further establishments from «Lista de establecimientos». Each gets its own code without repeating the holder’s registration. A 40-room hotel is a single establishment; a holder with 12 apartments has 12 codes, all under the same landlord.
Changes after registration
If you move address, change the activity or close an establishment, you update it on the same platform. Those changes are kept in the history.
The most common errors (and how to avoid them)
- «It will not let me in». An expired certificate, one belonging to the wrong person, or one not installed in that browser. If the property is held by a company and you sign with your personal certificate, the portal rejects the registration: you need a representative certificate.
- No permissions. The NIF on the certificate does not match the registered holder.
- Mixed-up credentials. The portal password is not the web service password, which belongs to the user ending in WS.
- Reports rejected over format. Dates go as YYYY-MM-DD, sex as the Ministry catalogue code (H, M or O) and document type as a code too. Integrated software normalises all of this for you; the real rejections and how to avoid them are in SES Hospedajes errors.
What data and deadlines Royal Decree 933/2021 requires
Registration is only the beginning. For accommodation, SES distinguishes two kinds of communication:
- Accommodation booking (RH): the contract details — reference and date —, the planned arrival and departure dates, the number of people and the payment details.
- Traveller report (PV): the identity of every guest who stays, together with the stay details: dates, contract and payment.
Annex I of the Royal Decree separates the traveller’s data from the transaction’s. Not all of it is mandatory in every case; these are the main blocks:
| Block | Main data |
|---|---|
| Traveller identity | Full name, sex, date of birth, nationality |
| Document | Type, number and support number (mandatory for NIF and NIE) |
| Contact | Full address, phone and email |
| Relationship | Relationship to the guest when a minor is travelling |
| Transaction | Contract details, arrival and departure dates, number of travellers, property and payment |
On payment, the regulation asks for the type — cash, card, bank transfer… — and the identification of the means of payment.
Deadlines: each communication must be made immediately and in any case within 24 hours of the booking or the signing of the contract — or its cancellation — and of the start of the service. If the booking changes afterwards, it has to be reported again: SES has no modify operation, so the communication is annulled and a new one is filed. The data must also be kept for three years from the end of the service (an obligation for professional holders).
The penalty regime: what is at stake
Breaches are penalised under article 39 of Organic Law 4/2015 on public safety:
| Type of offence | Fine |
|---|---|
| Minor | €100 to €600 |
| Serious | €601 to €30,000 |
| Very serious | €30,001 to €600,000 |
Filing late is a minor offence; not filing is a serious one. Paying voluntarily within 15 days of notification cuts the fine by 50%. Exactly where the line between the two sits is covered in fines for not filing the traveller report.
SES Hospedajes does not cover all of Spain: Catalonia and the Basque Country
SES Hospedajes replaces the old Guardia Civil (Hospederías) and National Police (WebPol) platforms across most of the country. But Catalonia (Mossos d’Esquadra) and the Basque Country (Ertzaintza) keep their own systems. If your property is in either region, you report to the regional police, not to SES Hospedajes.
The situation in Catalonia has its nuances and changes from time to time: always check your specific case. What the Mossos require today, and why there is no automated way to integrate with them, is explained in traveller registration in Catalonia.
How Kinapi connects your registration to SES Hospedajes
Registering is only the first step. What comes after is what eats time: collecting each guest’s details, generating the report, filing it on time and keeping the audit trail for three years. With two or three bookings a month you can do it by hand; with a portfolio of properties, you cannot.
Kinapi is an API that automates traveller registration with SES Hospedajes. Once you have your landlord code, your establishment codes and the web service credentials, you give them to Kinapi once and filing stops being your problem.
It works in four calls and zero XML:
- You create the check-in with
POST /checkinsand get a URL for the guest. - The guest registers on their own: they open the URL, fill in their details and sign. No calls from you.
- You check the status with
GET /checkins/{id}, from «pending» to «confirmed», whenever you like. - You get the confirmation with
GET /checkins/{id}/ses: the official receipt, or the exact reason if something failed.
What Kinapi handles without you asking:
- The Ministry’s format. You work with JSON; SOAP, XML, the two environments and the official catalogues stay on its side.
- Filing, on time. The report goes out on the night of arrival. If the Ministry does not answer, it is retried in the next run; if it rejects a report, you see the exact reason and get an email about it.
- Date changes. If an already filed booking changes dates, Kinapi annuls the communication and files it again with the new ones.
- The signed contract. The guest signs from their phone, in their language, and you get the PDF; its hash gets a timestamp from an external authority (RFC 3161), and PDF and timestamp are kept in immutable storage for three years.
- SES credentials per landlord, assignable per property and with a connection test, to manage several holders without a mess.
- A single API to connect your PMS or your own software, with webhooks for the rest of your stack. Even an AI agent can use it, through the MCP server (
kinapi-mcp-server).
And simple pricing: €0.50 per booking, no subscription and nothing to install.
Frequently asked questions
Is it mandatory to register with SES Hospedajes?
Yes. Since 2 December 2024, every tourist accommodation in Spain has to report its guests under Royal Decree 933/2021, and without registering there is no way to do it. The exceptions are Catalonia and the Basque Country, which report to their regional police.
How much does registration cost?
Nothing. Registering on the Ministry of the Interior’s electronic office is free, and so are the FNMT digital certificate, the electronic ID card and Cl@ve. The only cost comes if you pay for software to automate the submissions.
Who has to register, the owner or the manager?
The holder of the activity. If you manage other people’s properties, each owner is their own obliged party with their own registration; you can file it on their behalf with a representative certificate, without anyone sharing their personal credentials.
How long does registration take?
The form can be completed in one session if you arrive with your digital ID active and your details to hand. Even so, do not leave it for the day before your first arrival: until you have the landlord code and the web service credentials, you cannot file reports.
Why do I have to tick the web service box?
Because it enables submission over the web service, which is what lets external software file reports on your behalf. Without it you will have to log in by hand for every guest. You can switch it on later under «Mis datos registrados».
Which credentials do I get after registering?
The landlord code, one establishment code per property, and the web service username and password. They are what any check-in software will ask you for in order to file on your behalf.
Does this registration cover Catalonia and the Basque Country?
No. Those regions report to the Mossos d’Esquadra and the Ertzaintza through their own systems, and registration happens with the relevant regional police.
What if SES Hospedajes is down when a guest checks in?
The 24-hour deadline is not suspended by a technical outage. Keep a record of the error with the time and retry as soon as it is back; integrated software retries the submission for you.
Can I automate filing the traveller report?
Yes. With the web service credentials, an API like Kinapi’s files every report with SES Hospedajes for you, on time, and keeps the signed contract for three years.
Conclusion
Registering with SES Hospedajes takes a single session if you arrive with your digital ID active, AutoFirma installed and your establishment details to hand. It is free, covers every establishment of the same holder and generates the web service credentials that let you automate filing the report.
From there, what separates complying with Royal Decree 933/2021 from piling up penalties is day-to-day operations. Connecting your credentials to the Kinapi API saves you logging in to the platform for every booking and takes care of the documentary audit trail.
